Auction Rules and Bidding Policy

These Auction Rules and Bidding Policy govern how customers of Premium Auto Bid, operated by Premium Logistics SHPK, may place bids on Copart auction vehicles in real time through the Copart API, and the rights, obligations, fees and consequences that attach to bids, wins, payment and default.

1. Introduction, Operator and Scope

Premium Auto Bid is the trading brand of Premium Logistics SHPK, a limited liability company (shoqëri me përgjegjësi të kufizuar) registered in the Republic of Albania with the National Business Center (Qendra Kombëtare e Biznesit, QKB) under NUIS/NIPT M53004202C, with registered office at Rruga "Dubai", Lagjia nr. 2, cadastral zone 2066, property no. 89/38, 4-storey building, 2nd floor, Entrance 1, Kamëz, Tirana, Albania ("Premium Auto Bid", "we", "us" or "our").

These Auction Rules and Bidding Policy (the "Rules") are effective from 4 June 2026 and were last updated on 4 June 2026. They apply to every customer, registered user, prospective bidder and visitor ("you", "your" or the "Customer") who accesses the Premium Auto Bid platform or who requests vehicle sourcing, bidding or import-support services from us in Albania, Kosovo, North Macedonia or Montenegro.

Premium Auto Bid is an independent vehicle sourcing, bidding and import-support platform. We help eligible customers discover Copart auction vehicles, place bids on Copart in real time through the Copart API after identity verification and deposit approval, and coordinate purchase, transport, customs and import support. These Rules describe the bidding model, eligibility, how bids work, winning obligations, fees, default and the limits of our role. They must be read together with the Member Terms, the Privacy Policy and any other policy referenced on the platform; where a conflict arises in relation to bidding, these Rules govern the bidding subject matter.

Premium Auto Bid (Premium Logistics SHPK) is an independent intermediary and is not owned by, operated by, endorsed by, or officially affiliated with Copart, Inc. Premium Auto Bid places customer bids on Copart in real time through the Copart API; we are not an official Copart partner. Copart and the Copart logo are trademarks of Copart, Inc.

2. Definitions

In these Rules, the following terms have the meanings set out below:

  • "Source auction" means Copart, the third-party automobile auction marketplace from which vehicles are sourced. Premium Auto Bid sources exclusively from Copart.
  • "Lot" means a specific vehicle or item listed for sale at the source auction, identified by a lot or stock number.
  • "Demo inventory" means clearly-labelled sample or demonstration listings shown on the platform that do not represent real Copart lots and are not biddable.
  • "Bid" means a Customer's instruction, submitted through the platform, to bid on or to buy a specific lot up to a stated maximum, which Premium Auto Bid transmits to the source auction in real time through the Copart API.
  • "Maximum bid" or "max-bid authorization" means the highest total bid amount, expressed in US dollars and exclusive of fees and premiums unless otherwise stated, that the Customer authorizes Premium Auto Bid to commit on a given lot.
  • "Operator" means the Premium Auto Bid staff member who, among other duties, confirms deposits and balances; bids are submitted to the source auction in real time through the Copart API, not placed manually by an operator.
  • "KYC" means the identity verification and customer due diligence process required before any bidding.
  • "Deposit" means the refundable or applicable good-faith amount required before bidding, separate from the final purchase payment.
  • "Buyer premium" and "source fees" mean the fees, premiums, gate fees, virtual or live bidding fees, and other charges levied by the source auction and passed through to the Customer.
  • "Member Terms" means the Premium Auto Bid member terms and conditions that the Customer must accept before bidding.

3. The Real-Time Bidding Model

Premium Auto Bid places customer bids on Copart in real time through the Copart API. Once you have completed identity verification (KYC), accepted the Member Terms and have an approved deposit, the bid you submit through the platform is transmitted to the relevant Copart auction in real time through the Copart API. There is no human agent placing your bid on an auction-house account; bidding is not proxy or assisted-by-a-person.

You set the lot and the maximum amount you authorize, and we transmit your bid up to (but not exceeding) that authorized maximum, in accordance with the source auction's timing and rules. We act as your intermediary, not as the auctioneer or seller, and we do not and cannot guarantee that a bid will register, be accepted, or succeed, or that an auction will produce any particular outcome.

What the real-time model means in practice

  • You decide which lot interests you and the maximum amount you are willing to commit; we do not select lots or set values for you.
  • Your bid is submitted to the source auction in real time through the Copart API once KYC, Member Terms acceptance and an approved deposit are in place.
  • Bidding depends on source-auction timing, rules and availability; we act as your intermediary, not as the auctioneer or seller.
  • No outcome is guaranteed: we do not and cannot guarantee that a bid will register, be accepted, or be successful.

Bids are submitted to the source auction in real time through the Copart API after you complete KYC, accept the Member Terms and have an approved deposit. No human agent places bids on your behalf, and no outcome is guaranteed.

4. Eligibility to Bid

Bidding is available only to Customers who satisfy all of the following conditions before any bid is submitted. Eligibility is a continuing requirement: it must be met at the time of the bid and maintained throughout the engagement.

  1. You are at least 18 years of age and have full legal capacity to enter into a binding contract under the law of your country of residence.
  2. You are resident in, or lawfully operating from, one of the markets we serve: Albania, Kosovo, North Macedonia or Montenegro.
  3. You have completed identity verification (KYC) and customer due diligence to our satisfaction, including any source, sanctions and politically-exposed-person screening we are required to perform.
  4. You have read, understood and accepted these Rules and the Member Terms, and any further source-auction member terms we are required to pass through to you.
  5. You have paid any required deposit in cleared funds, and that deposit has been independently confirmed by our operator.
  6. You are not subject to any United Nations, European Union or United States (OFAC) sanction, and you are not acting for or on behalf of any sanctioned, restricted or prohibited person or jurisdiction.

We may decline to onboard, or may suspend or terminate, any Customer who does not meet these conditions, who provides inaccurate or incomplete verification information, or whose continued participation we reasonably believe would expose us to legal, regulatory, reputational or financial risk. Identity verification and acceptance of the Member Terms are mandatory and non-negotiable preconditions to any bidding.

5. Demo Inventory Is Not Biddable

Some vehicle listings shown on the platform are clearly-labelled demonstration or sample data, provided solely to illustrate how the platform looks and functions. Demo inventory does not represent real Copart lots and is not available for bidding, reservation or purchase. Bids on real Copart lots are submitted to the source auction in real time through the Copart API once you have completed KYC, accepted the Member Terms and have an approved deposit.

  • Prices, condition reports, images, mileage, titles, damage descriptions, locations and availability shown for demo inventory are illustrative only and may be fictional or out of date.
  • No bid submitted against demo inventory will reach the source auction, because the sample lots are not real Copart lots.
  • Nothing in the demo inventory constitutes an offer, a quotation, a representation of availability, or a commitment by Premium Auto Bid to source any particular vehicle.

The sample listings labelled as demonstrations are not real Copart lots and cannot be bid on. Bidding on real Copart lots is available once you have completed KYC, accepted the Member Terms and met deposit requirements; your bids are then submitted to Copart in real time through the Copart API.

6. How a Bid Works

Once eligibility is satisfied, a bid proceeds broadly as follows. We may adjust the operational steps to comply with source-auction rules, applicable law or our internal controls.

  1. You identify a lot and submit a bid specifying the lot, your maximum bid in US dollars, and any instructions or limits (for example, whether fees and premiums are inside or outside your maximum).
  2. Before bidding is enabled, your KYC status, deposit, acceptance of the Member Terms and any source-auction requirements must be in place, and the deposit and authorization must be sufficient for the requested maximum.
  3. When you submit a bid, it is transmitted to the relevant Copart auction in real time through the Copart API and becomes binding on you, subject to these Rules.
  4. Your bid is committed up to (but not exceeding) your authorized maximum, in accordance with source-auction timing and rules.
  5. After the auction event, you are informed of the outcome: outbid, won, or that the lot was withdrawn, relisted or otherwise unavailable.

Maximum bid authorization

Your maximum bid is the ceiling we are authorized to commit on the relevant lot. We will not knowingly exceed it. Unless your request expressly states otherwise, buyer premiums, source fees, our service fee, transport, customs, taxes and other charges are additional to, and not included within, your maximum bid. You are responsible for ensuring your maximum bid and available funds account for these additional amounts. We may decline a bid request, or decline to bid up to the stated maximum, where the deposit, funds or authorization are insufficient, or where source-auction or legal requirements are not met.

We may rely on the instructions of any person who appears to be duly authorized to act for the Customer account. You must keep your account credentials secure and notify us immediately of any unauthorized use.

7. Binding Bids, Outbid, Win and Lost Handling

Bids are binding once submitted

A bid is an offer by you that becomes binding and irrevocable once it is submitted to the source auction in real time through the Copart API, except to the extent the source auction itself permits withdrawal. We cannot retract or unwind a bid that has already been committed at the source auction. By submitting a bid you authorize us to commit you, up to your maximum bid, to purchase the lot if the bid is successful.

Outbid

If your authorized maximum is exceeded by another bidder, your bid request will be unsuccessful (outbid). We are under no obligation to increase your maximum without a fresh, written authorization from you, and there is no guarantee that a higher authorization can be submitted in time given source-auction timing.

Win

If your bid is the winning bid at or below your authorized maximum, you are obligated to complete the purchase. A win creates a binding obligation to pay the full amount due (winning bid plus all buyer premiums, source fees, our service fee, and applicable transport, customs, taxes and charges) within the payment timeline in Section 9. The vehicle is sold to you subject to the source auction's terms and the as-is basis described in Section 11.

Lost, withdrawn or unavailable lots

  • A lot may be withdrawn, cancelled, relisted, re-run, or made unavailable by the source auction or seller at any time, including after a bid is submitted and before or during the auction event.
  • We do not control source-auction scheduling, reserve prices, seller decisions or platform availability, and we are not liable for a lost or unavailable lot.
  • Where a lot becomes unavailable, our service fee for the affected bid is handled as described in Section 8, and any deposit is dealt with under the Member Terms.

8. Buy-Now Requests

Some lots may be offered by the source auction at a fixed "buy-now" or "buy-it-now" price instead of, or alongside, competitive bidding. Where this is available, you may submit a buy-now request to purchase the lot at the stated fixed price, which is transmitted to the source auction in real time through the Copart API.

  • A buy-now request is subject to the same eligibility, KYC, deposit and Member Terms requirements as any other bid.
  • Buy-now availability and pricing are set and controlled by the source auction and may change or be withdrawn at any time before the purchase is completed; we cannot guarantee that a buy-now lot will still be available when your request reaches the source auction.
  • A buy-now request becomes binding on you once it is submitted to the source auction through the Copart API, and a successful buy-now purchase creates the same winning obligations and payment timeline as a competitive win.

9. Fees, Buyer Premiums and Pass-Through Charges

The total cost of acquiring a vehicle through Premium Auto Bid is more than the bid amount. You are responsible for all of the following, to the extent applicable to your lot and transaction:

  • The winning bid or buy-now price for the lot.
  • Buyer premiums and source fees charged by the source auction (which may include, for example, buyer fees, virtual or live bidding fees, gate or administrative fees, and similar charges), passed through to you at cost.
  • Our service fee for sourcing and bidding, as quoted to you for the transaction.
  • Transport, loading, storage, customs duties, import VAT and other taxes, inspection, documentation and any other third-party costs associated with delivery and import into your destination country.

Buyer premiums and source fees are determined solely by the source auction under its own published fee schedules, which may change without notice. We pass these charges through and do not control or set them. We will provide a good-faith estimate of expected costs where reasonably possible, but estimates are indicative only and are not a guarantee of the final amount. Where source fees are levied as a percentage or on a sliding scale, the final premium depends on the final hammer price.

Where a bid is submitted but does not result in a purchase (for example, because the lot is withdrawn before bidding, or you are outbid), our treatment of any service fee and deposit for that bid is governed by the Member Terms and the quotation provided for the transaction.

10. Winning Obligations and Payment Timeline

When you win a lot or complete a buy-now purchase, you must pay the full amount due within the timeline we communicate for the transaction, which is set to allow us to meet the source auction's own payment deadlines. Source auctions typically require prompt payment, and late settlement exposes the lot and you to fees, storage charges and relisting. You must therefore treat the payment deadline as strict.

Currency and payment confirmation

Deposits and balances are denominated in US dollars; the standard deposit is $750, rising to 10% of the vehicle value for vehicles over $7,500. Inbound payments are operator-confirmed. We accept bank transfer in US dollars or euro, or cash in Albanian lek (ALL) at our Tirana office. You must upload proof of payment, and our operator verifies receipt of cleared funds independently before the payment is treated as made. No third-party card processors operate in Albania for this flow, and you should not expect to pay by card.

A deposit is separate from, and additional to, the final purchase payment. Paying a deposit does not discharge your obligation to pay the winning bid, buyer premiums, source fees, our service fee and the costs of transport, customs and import. Funds are treated as received only after our operator independently confirms cleared funds.

Source of funds and anti-money-laundering

As part of our obligations under Albanian Law no. 9917 dated 19.05.2008 "On the Prevention of Money Laundering and Financing of Terrorism" (as amended) and consistent with FATF recommendations, we may request evidence of the source of your funds, may decline or delay any payment or transaction we cannot verify, and may report suspicious activity to the General Directorate for the Prevention of Money Laundering (the Albanian financial intelligence unit) as required by law. We apply United Nations, European Union and United States (OFAC) sanctions screening, and we maintain anti-corruption standards informed by the Albanian Criminal Code and by principles drawn from the US Foreign Corrupt Practices Act and the UK Bribery Act for international dealings.

11. As-Is Sale and No Guarantee of Condition or Outcome

Vehicles are sold AS-IS, WHERE-IS and with all faults by the third-party source auction and its sellers. Premium Auto Bid is an intermediary that submits bids and arranges import support; we are not the seller, the auctioneer or the owner of the lot, and we do not inspect, refurbish, warrant or take title to vehicles as principal.

  • We do not guarantee the condition, roadworthiness, completeness or operability of any vehicle.
  • We do not guarantee the accuracy of the title, title brand, odometer or mileage reading, year, make, model, VIN, options, damage description, condition report, photographs or history provided by the source auction or seller.
  • We do not guarantee that any particular lot will be available, that a bid will register, be accepted or be successful, or that an auction will produce any particular outcome.
  • We do not guarantee transport, customs clearance, registration eligibility, import outcomes, or any shipping or customs timeline.

All vehicles are sold as-is by third-party auction sources. Premium Auto Bid makes no representation or warranty as to condition, title, mileage, damage, history, availability, auction outcome, taxes, or shipping and customs timelines. The word "guarantee" is used in these Rules only to disclaim guarantees. You are responsible for satisfying yourself about a lot before authorizing a bid.

We hold no certification or status that we do not possess. We do not claim to be an official Copart partner, a licensed dealer, or to hold any information-security or payment-card certification, and we make no guaranteed-outcome representations of any kind.

12. Default, Non-Payment, Relist, Cancellation, Storage and Late Fees

If you fail to pay the full amount due by the applicable deadline, or otherwise fail to perform your obligations after a winning bid or accepted buy-now request, you are in default. Default is a serious matter because it exposes us to charges, penalties and relisting costs imposed by the source auction.

Consequences of default

  • We may cancel the transaction and forfeit your deposit to the extent of the losses, fees and charges incurred, as permitted by the Member Terms and applicable law.
  • You remain liable for source-auction relist fees, late or non-payment penalties, storage and gate fees, transport costs already incurred, and our reasonable administrative costs and service fee.
  • Storage and late fees accrue from the source auction and any storage provider for as long as the lot remains unpaid or uncollected, and these accruing charges are passed through to you.
  • We may relist, return or surrender the lot in accordance with source-auction procedures and may set off amounts you owe against any deposit, balance or refund.
  • We may suspend or terminate your account, decline future bid requests, and recover any shortfall as a debt due to us.

Cancellation by you after a bid request has been accepted, or after a win, does not release you from charges already incurred or committed at the source auction. We will use reasonable efforts to mitigate, but you are responsible for the net losses, fees and costs resulting from your cancellation or default.

13. Fair Conduct: No Manipulation, Shill Bidding or Collusion

You must use the platform and our bidding service honestly and in good faith, and in compliance with the source auction's own rules. The following conduct is strictly prohibited and is grounds for immediate refusal, suspension or termination, and for reporting to the source auction and competent authorities:

  • Shill bidding, or any artificial bidding intended to inflate a price, create false demand, or otherwise manipulate the auction.
  • Collusion, bid rigging, or coordinated conduct with other bidders, sellers or third parties to distort competitive bidding or fix outcomes.
  • Submitting bid requests you do not intend to honor, or that you are not financially able to complete.
  • Using false, stolen or borrowed identities, funds or documents, or circumventing KYC, sanctions or anti-money-laundering controls.
  • Any fraudulent, deceptive, abusive or unlawful use of the platform, including interference with its technical operation or attempts to gain unauthorized access.

We may take any step we consider necessary to protect the integrity of the bidding process, our relationship with the source auction, and other Customers, including cancelling requests, withholding execution, and cooperating with investigations.

14. Premium Auto Bid Discretion to Refuse

Premium Auto Bid may, in its sole and reasonable discretion and without liability, decline to accept, suspend, or decline to execute any bid request, and may refuse, restrict, suspend or terminate any Customer or service, including in the following circumstances:

  • Where KYC, deposit, funding, sanctions or Member Terms requirements are not met or can no longer be verified.
  • Where we reasonably suspect fraud, manipulation, collusion, money laundering, sanctions exposure or any unlawful purpose.
  • Where the source auction declines, restricts or suspends access, changes its rules, or makes a lot unavailable.
  • Where executing the request would breach applicable law, the source auction's terms, or our internal risk and compliance controls.
  • Where source-auction timing, Copart API availability or other technical constraints prevent a bid from being submitted or processed.

A decision to refuse or to decline execution is not an admission of fault and does not entitle the Customer to damages beyond the return of amounts not properly due to us under these Rules and the Member Terms.

15. Data Protection

We process personal data collected in connection with bidding (including identity, verification, payment-confirmation and transaction data) in accordance with Albanian Law no. 9887 dated 10.03.2008 "On the Protection of Personal Data" (as amended) and, where applicable, the EU General Data Protection Regulation (GDPR). The supervisory authority is the Information and Data Protection Commissioner of Albania (IDP).

We use this data to verify your eligibility, perform customer due diligence and sanctions screening, submit and record bids, meet our anti-money-laundering and legal obligations, and provide and improve our services. Full details of how we handle personal data, the legal bases, retention periods and your rights are set out in our Privacy Policy. 16. Non-Affiliation with Copart

Premium Auto Bid (Premium Logistics SHPK) is an independent intermediary. It is not owned by, operated by, endorsed by, or officially affiliated with Copart, Inc., and these Rules are not endorsed, reviewed or approved by Copart. Premium Auto Bid places customer bids on Copart in real time through the Copart API; using the Copart API does not make us an official Copart partner. Copart and the Copart logo are trademarks of Copart, Inc.

All Copart names, marks and logos are the property of their respective owners and are used, if at all, only to identify the source auction from which vehicles may be sourced. Nothing on the platform should be read as implying any partnership, sponsorship, agency or endorsement by Copart, Inc. Your relationship for bidding and import-support services is solely with Premium Logistics SHPK.

17. Changes to These Rules

We may amend these Rules from time to time to reflect changes in our services, the source auction's requirements, the Copart API, applicable law, or regulatory guidance. The version in force is the one published on the platform, identified by its effective and last-updated dates at the top of this document.

Where a change is material, we will take reasonable steps to bring it to your attention. Your continued use of the platform or submission of a bid after a change takes effect constitutes acceptance of the amended Rules. If you do not accept a change, you must stop using the bidding service. Changes do not retroactively alter the terms applicable to a bid already submitted before the change took effect.

18. Governing Law and Jurisdiction

These Rules, and any dispute or claim arising out of or in connection with them or their subject matter (including non-contractual disputes or claims), are governed by and construed in accordance with the law of the Republic of Albania. The parties submit to the exclusive jurisdiction of the competent courts of Tirana, Albania, without prejudice to any mandatory consumer-protection rights you may have under the law of your country of residence.
